Ah, the soundtrack to my youth. People who judge P,C&L against subsequent NO releases probably weren't around in the early 80's. Their debut, Movement, was a decent album but pretty much Joy Division 2.0. This album however was a revelation and a game-changer back in 1983.

I don't think it's a bad album, not at all, but I really cannot feel all the "greatness" people say it has. Although "Age of Consent" is almost a hymn---and "586" and "Ultraviolence" feature some early-electronic characteristics---, the album doesn't sound to me as consistent as Technique or Low-Life, I don't know. "The Village" and "Your Silent Face" are also quite cute, but that's all. There's nothing so particularly awesome about this album besides "Age of Consent", maybe. All the rest just sounds fine, and nothing more, to me. Of course it's only my opinion :) I'm sure there are people who love this LP out. I just... Don't get it.
