This song is in the point-of-view of a terrified dissident in the former Soviet Union who is hiding from the secret police. It is implied that they have come to arrest her.
Band member, Bjorn Ulvaeus, commented years later that he made the song's meaning obscure because he felt political songs were over-done in Sweden at that time. He felt it would be more fun if the lyrics were a bit of a mystery.
