According to the Band, this song is about Ritalin and its misuse by a good part of the nation. On a broader scale it also encompasses their views on how we're becoming what I call "a nation of pill-popping blobs". They make the medicine, push the medicine on you, lead us to believe we need more, and then we're screwed for life. This can be seen through many of the lyrics above, especially "Over and over a slave became." Pretty soon we're going to destroy our own biology and ACTUALLY become dependent upon drugs as a means for survival.
