I don't think that should be taken too seriously in any context other than what he presented: a world overpopulated to the point that there is not even enough air. I think by infanticide, he meant the regular definition of killing/putting to sleep your already-born babies and young kids. I think the point of the song is that people don't care how they're contributing to a larger problem--we're here to live our lives. It doesn't help that the Messiah comes in sounding like a loon ("to crush the power of fecundity"). If he had written this today, it might have been about climate change instead. I like this song and have thought about what his intention was a lot. I don't think it actually has anything to do with the morality of abortion, thankfully.
