It contributes greatly to the weirdness and mystery of the record and it's super unconventional. If you appreciate the weirdness of Tool, you should appreciate this closer and the track in general. Besides, it's an awesome art piece on its own - the frantic caller combined with the eerie static and the drums, it's excellent. Nothing else has come close to it in terms of atmosphere.

Nice industrial noisy sounds, I also like the drumming. One of my favourite songs on Lateralus (but next to 6-7 other songs)
