Holy cow, it's been 10 years, but the question still stands. Anyways, I don't quite get what you mean. Categorized by whom? I was asking about the existence of unofficial artists in North Korea, like rock bands in the Soviet Union before the perestroika.

I have the opposite question. Is this official government music? Spotify seems to think so.

I don't know who the exact artists behind this "DPRK" artist name are, because obviously there's no such artist as "DPRK". A wikipedia article called "Music of North Korea" offers a list of some groups. Found this in another article about North Korean music: «According to the Encyclopedia Brittanica, “ All North Korean writers, artists, dancers, and musicians are assigned to government institutions such as the National Theatre for the Arts and the State Symphony Orchestra in P’yŏngyang and provincial organizations of music, ballet, and drama.”» Sounds pretty official to me.

I watched a documentary of tourists/journalists visiting NK in 2010 and they said some of the boys at a funfair were rappers, there must be underground scenes locally it just can't reach the wider Internet. They smuggle in a lot of media because there's a huge black market for it that most north koreans participate in, but no real incentive to smuggle it out.
