2Pac and the Outlawz are talking about how fucked up the Ghetto is. They’re asking the President if they’ll make a change, but after all the false promises that the American Government has made, they’ve gotten fed up and are asking through music. all politicians make promises they dont intend to keep n the president is their leader so what do you expect from him
When asking the president “what to do”, Tupac is expressing that he feels helpless, in trying to help the hood.
In the second part, “These niggas actin up”, Tupac is refering to all the crazy things that happen in the ghetto: shootings, killings, kids growing up with no dad…)
Basically, Pac is asking for help from the president.
2Pac considered himself to be the ‘realest nigga’. Why should he lie about being a thug nigga? He already lives by the code of Thug Life and has the proof that he does. He doesn’t need to create stories to instill fear in someone. His own memories already do that.
