Sounds to me like someone is testifying about a dead girl/woman. From what he's saying (assuming he didn't kill her), it seems like she committed suicide or had an overdose due to post-breakup depression.

I had a mindblowing time doing so, back in the day. It’s been more than ten years, and I still remember what this song sounded like/made me feel on psychedelics. Not memory memories register as distinctly as this one.

The man speaking is actually Jarboe's father, who worked as an FBI agent and had a penchant for recording all sorts of stuff, not just interrogations, but also his daughter's conversations with her friends, and apparently even his own reflections. The sample was taken from one of the tapes Jarboe found in his desk after his death. He thought she was "mooning over" some guy when he saw her lying in the dark with the stereo on, but she was actually having an acid trip, hence the title of the track.
