An Irish song from one of the blacker parts of Ireland's search for independence. The Black and Tans were British (irregular?) troops sent out to Ireland immediately after World War 1 to fight the independence movement. There were a lot of atrocities. The reference to Flanders is to the battle grounds of World War 1 where the Black and Tans would have fought.
